(Bismarck, ND) — Governor Kelly Armstrong says new license plates will turn into better roadways. North Dakotans will be able to have blackout license plates on their vehicles after Armstrong approved the legislation this week. The state Department of Transportation says the new plates will be available starting August 1st of this year.
