DANR Announces More Than $5.8 Million in Additional ARPA Grants for Statewide Projects

PIERRE, S.D. – Today, the South Dakota Department of Agriculture and Natural Resources (DANR) announced that the Board of Water and Natural Resources has approved $5,824,442.05 in additional American Rescue Plan Act (ARPA) grants for drinking water improvements in South Dakota. These funds are to be administered by the Department of Agriculture and Natural Resources.

Grants were awarded from State’s ARPA funds to the following:

Mni Waste Water Company received an additional $1,165,548 in ARPA grant funds to replace the undersized pipeline along Highway 63. It will serve as the main pipeline for the northern tier of the Cheyenne River Sioux Tribe. Previous funding for this project was approved in April 2022 and June 2024. The additional grant award brings the ARPA grant total for this project to $14,159,649.

Randall Community Water District received an additional $1,165,550.05 in ARPA grant funds to install 38 miles of HDPE pipe from their storage facility near Platte to an existing tank near Stickney and expand capacity of their water treatment plant. This will provide enough capacity to the system for Mitchell to connect for a redundant water source. Previous funding for this project was approved in June 2022 and June 2024. The additional grant award brings the ARPA grant total for this project to $22,422,375.05.

Rapid Valley Sanitary District received an additional $633,000 in ARPA grant funds to expand their distribution system by installing a 12-inch water main from Reservoir Road north of Homestead Street to Cheyenne Boulevard, constructing a new 2-million-gallon concrete storage tank, and drilling a new well to provide service to Box Elder. Previous funding for this project was approved in September 2022. The additional grant award brings the ARPA grant total for this project to $5,663,000.

Shared Resources received an additional $1,165,548 in ARPA grant funds to complete an 8-MGD water treatment plant, well field, distribution pipeline, and two storage tanks. Shared Resources is a joint effort between Minnehaha Community Water Corporation and the Big Sioux Community Water System. Previous funding for this project was approved in April 2022 and June 2024. The additional grant award brings the ARPA grant total for this project to $49,442,148.

Southern Black Hills Water System received an additional $500,000 in ARPA grant funds to extend an existing water main and construct a new well, booster pump station, new elevated storage reservoir, chlorination and SCADA systems, and new pressure-reducing valve stations. Previous funding for this project was approved in April 2022 and June 2024. The additional grant award brings the ARPA grant total for this project to $4,102,432.

WEB Water Development Association received an additional $1,164,796 in ARPA grant funds to increase water capacity for WEB, and to provide a bulk water connection for Aberdeen and BDM Rural Water. The project is known as the Water Investment in Northern South Dakota or WINS project. Previous funding for this project was approved in June 2023, June 2024, and November of 2024. The additional grant award brings the ARPA grant total for this project to $26,344,628.

The board approved the funding at today’s meeting in Pierre.
