(Bismarck, ND) — The popular blackout license plates will be available to the public starting this Friday. The new plate design has a black background and white lettering. They’re available at the motor vehicle office. The fee is 25-dollars per year with funds supporting road construction and maintenance. Governor Armstrong approved the new design last April.
