(Rapid City, SD) — Rapid City voters may soon decide the future of the Libertyland USA project. Petitions to put the tax-increment financing plan on the ballot were turned in with double the required number of signatures. The city is now verifying them, and if enough are valid, a special election could be held as early as November. However, it could also wait until the June 2026 ballot because a special one-time election may cost up to 100-thousand dollars. City leaders say the process gives both supporters and opponents time to make their case to the public.
