(Minot, ND) — Minot is keeping its liquor license cap. City council voted four to three on Monday after hearing from license holders saying it would devalue their investments. The most controversial part has been over whether to remove the population-based limit on licenses. An attorney representing 15 retail liquor license holders said removing the cap would cost the city millions in revenue. Another license holder said removing the caps would result in a lawsuit over the collapse of liquor license values since they are limited.
