ARLINGTON, Va., Nov. 6, 2025 – The National Grain and Feed Association (NGFA) joined 17 other agricultural organizations in urging the Senate Commerce, Science and Transportation Committee to continue advancing the renomination of Michelle Schultz and the nomination of Richard Kloster to serve on the Surface Transportation Board (STB).
In a joint letter sent to Committee Chair Sen. Ted Cruz (R-Texas) and Ranking Member Sen. Maria Cantwell (D-Wash.) earlier this week, the groups highlighted the essential role of the STB in overseeing the freight rail system that underpins America’s agricultural supply chain.
“Vice Chairman Schultz has provided steady, thoughtful leadership through one of the most challenging rail service environments in recent memory,” said NGFA President and CEO Mike Seyfert. “Her experience and understanding of rail oversight are invaluable as the Board considers major matters, including the largest rail merger in U.S. history. Likewise, Richard Kloster brings an exceptional background in transportation strategy and rail operations that will strengthen the Board’s capacity to ensure reliable and competitive freight service. We applaud the committee’s actions today, and urge it to continue advancing the process.”
Kloster, founder of Integrity Rail Partners, has held senior leadership roles with Alltranstek, FTR, and Advanced Rail Equipment Solutions, and served on the boards of the National Industrial Transportation League and the Railway Supply Institute.
The letter emphasized the urgency of confirming both nominees, citing ongoing rail performance oversight and major pending decisions before the Board.
