(Clark, SD) — Authorities conducting an investigation into unauthorized ATM withdrawals leads to an arrest. Clark and Watertown police arrested Jose Burgos-Paqui on Monday. He is charged with grand theft with further charges pending in Codington County. Burgos-Paqui will have a court appearance at a later date.
