A new proposal would bypass government vote and head straight to constituents after a similar bill was rejected by the state legislature. The new law would mandate public schools to provide both breakfast and lunch. Some states have similar programs that just offer free breakfast. Approval would make North Dakota the tenth state to provide free meals to students.
