Term Limit Study In North Dakota Halfway Done

(Bismarck, ND) — A study into how term limits will impact North Dakota is halfway done. In 2022, a ballot measure codified term limits into the state’s Constitution for the state legislature and governor. Garty Consulting was hired by the legislature to study what impacts the new law would have and presented some of its findings on Thursday. It shows some of institutional knowledge from long-tenured lawmakers is retained from nonpartisan staff that remains employed from term to term regardless of who gets elected. Without institutional knowledge that gets carried over by incumbents, some responsibilities have been consolidated in the executive branch where there is less turnover.
