(Pierre, SD) — People planning to testify during legislative committee hearings now have to pre-register digitally. A new rule kicked in for the 2026 legislative session the requires members of the public to provide their name, email, group involvement, city and state in advance of participating in committee meetings. The system was rolled out last year for budget committee meetings but expanded to all committees for the 2026 session. For those without internet access, an iPad is available in the committee rooms to provide the information.
