(Bismarck, ND) — A driver is being accused of going 104 miles an hour on a closed highway on Sunday. North Dakota Highway Patrol says the person was driving more than 20 mph over the speed limit despite minimal visibility and poor weather conditions on Interstate 29. They were charged with reckless endangerment, a misdemeanor. Authorities say a juvenile passenger was in the vehicle at the time of the stop
