(Bismarck, ND) — Governor Kelly Armstrong is expecting a free school meal initiative on the November ballot. The statement from Armstrong comes after a bill to provide free breakfast and lunch to students failed for a second time in the state Senate. Armstrong says polling shows it’s a universally popular idea that transcends party lines. Sponsors of a proposed initiative are working on gathering signatures. State senators said they didn’t pass the free school meals bill to prevent those who could afford meals from taking advantage of the program.
