PIERRE, S.D. — South Dakota lawmakers are reaching the halfway point of the legislative session as they take up property tax relief, school policy, and several controversial proposals on the 19th legislative day.
Committees are hearing bills that would restrict student cell phone use during class, streamline applications for property tax relief, and allow cities to offer property tax rebates. Lawmakers are also considering legislation on parental rights and a proposal that would prohibit weather and climate modification activities.
Budget writers are reviewing funding requests from state finance, social services, and education agencies. Other bills address electric vehicle fees and livestock inspection costs.
During floor debate, the Senate will vote on a homeowner tax relief fund, foreign property ownership restrictions, and an executive appointment, while the House considers health care provider protections and funding for university and emergency projects.
