PIERRE — South Dakota lawmakers move through Day 28 of the legislative session with property tax relief, student cellphone restrictions, parental rights, and election changes leading the agenda.
The House considers Senate Bill 198, which would ban student cellphone use during the school day with limited exceptions, and Senate Bill 190, outlining parental rights in state law. Lawmakers are also debating multiple election-related measures requested by the Secretary of State.
Property tax proposals remain front and center, including expanded refunds for elderly and disabled residents and creation of a homeowner tax reduction fund.
In the Senate, members take up House Bill 1056, seeking a federal waiver to remove soft drinks from SNAP benefits.
Voters could also weigh in on constitutional amendments dealing with eminent domain and mobile sports betting.
