Taxes, Schools, Eminent Domain Among Key Bills as SD Legislature Hits Day 29

PIERRE — South Dakota lawmakers mark Day 29 of the legislative session with debates on hunting, property taxes, eminent domain, and public safety.

The House considers Senate Bill 115, which would allow mourning dove hunting on public roads and rights-of-way, and Senate Bill 183, changing public notice rules for excess tax levies.

In the Senate, lawmakers take up House Joint Resolution 5001, a proposed constitutional amendment requiring government to declare public necessity before using eminent domain and clarifying that job creation or higher tax revenue alone would not qualify as public use.

The House also votes on creating a task force to study emergency medical services as an essential service and increasing penalties for blocking religious worship.
