Man Who Triggered Lockdown At Capitol Identified As State Employee

(Bismarck, ND) — The man who triggered the lockdown on Monday at the State Capitol has been identified. Former Custodian Joseph Pratt is facing one count in connection to the incident. Authorities say Pratt called 911 dispatchers saying he was armed and ready to kill himself on the Capitol grounds. Officers locked down the building and established a perimeter around Pratt while they attempted to negotiate a peaceful resolution. He was eventually taken into custody around 6:00 p.m.
