(Bismarck, ND) — Gov. Kelly Armstrong is not supporting a ballot measure to provide free meals to students. Armstrong is opposing it because it would constitutionally mandate 140-million-dollars of biennial spending ahead of the 2027 legislative session. Armstrong says he fundamentally opposes mandated spending. He says he thinks the topic is worthy of debate, but believes there are more important things to spend 140-million dollars on. Despite his position, Armstrong says he knows he only has one vote and understands the constituents will eventually decide the issue.
