State IT officials say it started Tuesday with a power failure at the data center, confirming it was not a cyberattack. The outage also hit the Attorney General’s office and court system, prompting the South Dakota Supreme Court to declare a judicial emergency. While many systems were back online by late Wednesday, a full restoration is still underway.
