(Rapid City, SD) — Corrections spokesman Tony Mangan says Larry Franklin died Thursday in an apparent fatal overdose in Jameson Annex prison in Sioux Falls. Franklin may have taken the synthetic drug Spice. He’s the fourth death in November and there have been 22 this year — which is one of its deadliest. The attorney general’s office has opened an investigation in this case.
