Rapid City — Governor Larry Rhoden delivers his 2025 budget address Today, and he’s expected to emphasize fiscal restraint as the state faces tighter finances.
State tax revenue was essentially flat last year, and investment returns came in below expectations, giving lawmakers little room to add new programs. A Creighton University study suggests the regional economy may stay sluggish, keeping pressure on state revenues.
Most of South Dakota’s funding comes from sales taxes, with federal dollars covering many program costs. In a statement Friday, Rhoden said “the money is the people’s money,” underscoring his push for conservative budgeting.
He’s expected to prioritize schools, local governments, and health services. Lawmakers will debate the proposal through the winter, with a final balanced budget due in March.
