South Dakota Legislature Hits Crossover Day

PIERRE — Tuesday is crossover day at the South Dakota Capitol — Day 27 of 38 — when bills must pass their chamber of origin or die for the session.

House members consider HB 1308, which would cut property taxes on owner-occupied homes while raising gross receipts and use taxes. Lawmakers also debate bills restricting restroom access based on biological sex, defining “man” and “woman” in state law, and limiting certain abortion-related practices.

Election measures revising voter eligibility challenges and confirmation letters are also on the House calendar.

In the Senate, lawmakers vote again on two previously failed measures dealing with backup electric generation and the state’s reinvestment payment program. Senators also consider ambulance billing regulations and a proposed constitutional amendment to remove the lieutenant governor as presiding officer of the Senate.
