(Bismarck, ND) — Garty Consulting is recommending an expanded mentorship program to mitigate the impact of term limits. The 116-page study put together by Garty at the request of the Legislative Procedure and Arrangements Committee follows the passing of a new law that limits lawmakers to serving more than eight years in each chamber of the state legislature. Lawmakers are worried about a loss of institutional knowledge from a higher turnover rate. Some have suggested breaking annual sessions of 80 days into two separate sessions so new members can get used to the meeting structure. The higher rate of turnover is expected to begin in 2028.
