(Minot, ND) — A new audit found financial and administrative problems at the North Dakota Racing Commission over the past four years. Auditors say the commission exceeded legal spending limits and awarded some grants without proper documentation. The review also found procurement issues and problems with some breeder payments. Commission leaders say they are making changes.
